As shown in the screenshot, the Network Manager allows for a Certificate (.pem file), but not a Pre-shared key. In this situation, the L2TP VPN client and server are not using a matching pre-shared key or authentication method or credentials (username/password). To fix this issue, check if the pre-shared key, username, password and authentication method (MS-CHAP v2) are configured correctly on the client using the steps above.
